Therefore, the purpose of this study is to explore the mismatch between planning intent and the actual outcome. In the empirical analysis, from the development over the years to understand the relationship between the master plan and the land use. Through the comparative analysis then a Markov chain transfer matrix analysis to find out changes in the historical trend of urban planning and the land use situation. To confirm whether the evolution of the location is different and where the differences are, this study use overlay analysis and spatial autocorrelation to measure the differences between the project planning and land use. Therefore, it is clear that the planning in accordance with the present situation of the agricultural zones. The agricultural zones have different development functions and principles and are properly implemented to maintain their resources and values.
