However, there are still many shortcomings in the policies utilized. In order to create a profitable fishery resource conservation zone, the following seven criteria should be met: continuous monitoring and evaluation, funding, public participation, information, education and communication, enforcement capabilities with the establishment and maintenance of infrastructure, and the adaptive management model. A fishery resource conservation zone design and management strategy should include a three-phase action plan. The first phase, preliminary action, states that priority is given to the fishery resource conservation zone according to the Fisheries Law while local governments lead public participation and seek funding from the central government. The next phase gradually strengthens, indicates that after the establishment of the fishery resource conservation zone, the patrol team will cooperate with the patrol department to carry out law enforcement, establish a notification platform, and create a common management mechanism to enhance the benefits of conservation. The third phase, perpetual management, involves setting up a routine monitoring budget and using the management tools to evaluate the conservation area. These tools include benefits, deficiencies feedback, and a revision management plan to achieve adaptation and sustainable management goals.
