Analyzing possible impacts and effective strategies of opening import market for pork containing Ractopamine residue on hog industry in Taiwan.

However, in 2005, Taiwan had allowed import of overall pork product. Facing American trade expansion movement and the fact that Ractopamine were legalized in pork production in 26 countries including USA, Canada, Australia and Korea, it became a challenge for Taiwan to block Ractopamine pork import. Therefore, this research seeks to find solution of the event by analyzing impacts of allowing import of Ractopamine pork product toward domestic pork industry and foreign example of countermeasures toward such impact. In order to effectively analyze the possible impacts of opening import market for pork containing Ractopamine, this research establish series of survey toward related personel of upper, middle and down stream of domestic pork industry, which consist of importer, comsumer and pork rancher, to understand their relaction to the import product. In addition, in the light of world trade in pork were trade in body parts or forms of products thus this research dedicated to modeling a partial meat of Taiwan''s hog industry model, which divides pork products into five parts to analyze the impact of each parts. The empirical data is the seasonal data from 2002 to 2016 and using the three-stage least squares method (3SLS) to estimated. Finally, subtitute the consumer reaction survey of the questionnaire into the model to simulate the possible impact of opening import market for pork containing Ractopamine. As empirical result, in phenomenon which pork containing Ractopamine is 17.5% cheaper than regular one, impact of importing pork containing Ractopamine may be describe as following: price of each kilogram of upper meat, belly and edible offal are cheaper in order of 0.79%, 3.22% and 0.96% in retall market, of each kilogram of domestic farm price for pig are 0.41% cheaper. Yearly slaughtered hog for suppy reduced 0.03%. Yearly nominated value of retailing and wholeselling reduced in order of 75,529NTD and 35,522NTD. The supply chain of pork reduced 152,112.5NTD. In conclusion, impact of allowing import of pork containing Ractopamine are limited, supported result of case study of open import of pork containing ractopamine in Japan at 2004. As final conclusion, if Taiwan has to allow import of pork containing Ractopamine, it should adopt reaction methods used by Japan. Given that Taiwan is able to restrict domestic usage of Ractopamine and strictly examining import pork containing Ractopamine while apply reasonable label and certification methods, it should be able to maintain competitiveness of domestic pork, separate domestic and import pork from market.
