The government aims to strengthen policy communication and civic participation with a view to realizing the ideals of energy democracy and justice. In contrast to the situation in Taiwan, energy democracy is not a new idea in many advanced countries such as Germany and Japan. Using the experiences of implementing energy democracy as its reference, and “Energy Cooperative” and “Green Energy Roofs Project” as cases, this dissertation aims to discuss the participation of Taiwan’s general public in renewable energy development from the perspective of energy democracy. In Taiwan, energy cooperative is a relatively new practice, but it is the most common way of promoting civic participation in renewable energy in many other countries. Regarding the implementation of “Green Roofs Project”, though it is a good attempt by the Taiwan government to encourage civic participation in energy transition, it remains far from achieving the goals of energy democracy and justice (goals which include the socialization of energy ownership, public ownership, and so on). Focusing its analysis on the cases , this dissertation argues that in order to realize energy democracy through enhancing civic participation, the Taiwan government should make greater effort by taking concrete steps and measures, including encouraging its people to build power plants and generate electricity for their own use, providing generous loans for green energy development, and taking into consideration various types of buildings and the different daylight hours when implementing energy transition.
