The purpose of this essay is to establish an assessment criteria for the quality of open space in collective housing and provide future open space planning, design reference. In order to clarify what is the main considerations of good open space design, this essay explored the functions, the main types of the activities and the user needs in the residential open spaces through literature. Eventually, the four dimensions of open space planning and design should be considered as “Safety and Comfort”, “Function”, “Ecoscape” and "Disaster Management". In addition, the eight characteristics that should be considered in open space planning and design are “Comfortability”, “Security”, “Accessibility”, Usability”, “Ecology”, “Self-evidence”, “Prevention” and “Management and Maintenance”. Through the FDM and AHP expert surveys, 29 assessment indicators and the importance weights of the indicators were obtained. After that, the essay assessed the environmental design of the open space of 16 residential urban renewal projects in New Taipei City. This essay found out that the open space quality of collective housing was positively correlated with the scale of the site but there is no correlation between the quality and the bulk reward proportions. Finally, this essay suggests that in the future deliberations on urban design, clear design assessment criteria can be formulated for the eight characteristics of open space developed in this study and included in the deliberation criteria. In this way, we can ensure that open space reservations can maintain a certain environmental quality, regardless of whether they apply for relevant incentives.
