Regardless of the type of government and the division of cooperation of the authority in the world, they'll do their best to protect the secrets. "Soldiers" have always been the country's most loyal group. After a complete military training; in addition to the combat training, it is also to instill the faith of absolute loyalty to the country. The term “state secrets” refers to things that need to be protected from the perspective of the country. Therefore, each soldier should clearly knows the importance of “national secrets” to the country. However, there are still some illegal cases in which members of the military have divulge secrets. Acts of leakage are nothing more than a great damage to the country. Most of the leaked behaviors in military are not managing omissions, but intentionally and artificial, and it is a criminal act. Therefore, we make "human" as an origin and using the theories of criminology, khaki-collision etc., discussing the factors of leakage in military as a main axis in this research. The research believes that the leaking of national secrets by armed forces should be one of the so-called Khaki-Collar crimes, it's also in line with the characteristics of White-Collar crimes which is assuming that contains four White-Collar crime's characteristics, such as respect, trust, power, and position. The act of leakage by soldiers may also be one of the espionage acts, which might including negative characteristics, such as money, relatives, ideology, and dissatisfaction. By conducting the interview with the confidentiality management officer, discussing disclosure cases and collecting relevant statistical data to verify the arguments in this study.
