Taiwan used to spend most of the funding on structural mitigation measures to decrease the losses caused by flooding. Recently non-structural mitigation measure such as urban planning is applied to decrease the disaster losses. The Taipei "Sponge City" policy tries to combine urban water management as well as other non-structural mitigation to increase the flooding capacity. To better understand the local government hazards mitigation measure implemented through spatial planning mechanism, this study conducts Social Network Analysis to interpret Taipei "Sponge City" Policy and Government Branch Administrative Networks. Through the centrality analysis and structural hole analysis, this study finds that the core agency to promote “water conserve in the upstream area” is the Urban Planning Department, Urban Development Bureau; the core agency to promote “flooding mitigation in the midstream area” is the Hydraulic Department, Public Work Bureau; the core agency to promote “flooding prevention in the downstream area” is the Urban Planning Department, Urban Development Bureau; the core agency to promote “flooding prevention in the Urban Area” is the Urban Design Department, Urban Development Bureau; and the core agency to promote” intelligent disaster reduction” is the Hydraulic Department, Public Work Bureau. This study also finds out that specific agency can play specific role while promoting the sponge city policy such as Comprehensive Planning Department, Urban Development Bureau can become the “coordinator”, and the Building Management Department under Urban Development Bureau can become the “consultant” in the water conserve in the upstream area”.
