Long-term care is differentiated by location of service, including three types: institutional care, community care and in-home care. Since the establishment of the long-term care system in our country, we have been gradually emphasizing in our policies the development of long-term care in the community, to support the elderly "living in old age” as the guide. However, there is still a shortage of manpower for resident care attendant, and the quality is uneven. Therefore, when developing various hardware facilities for local pension policy, we should also step up the cultivation of quality resident care attendants who can provide community care services. In this study, the competencies of community care was studied to define the criteria for assessing the performance of community care attendants and to provide a reference for the long-term care architecture planning and education and training policies of the academia and government. The research is summarized through literature review, and recommended the establishment of a hierarchical structure of experience experts. Followed by 7 questionnaire analysis to obtain the criteria for assessing the performance of community care attendants weights. Through exchanges and cooperation among the government, industry and academia, internship will increase community knowledge and skills in community care so that students will have more practical experience, which will enhance market competitiveness.
