Particularly, the Union organization relies on the participation of many laborers, which has long been the important bridge of communication between government and enterprises. Although literature has many studies on the performance evaluation of non-profit organizations, there are few discussing union-related non-profit organizations. Therefore, exploring performance evaluation like union-related non-profit organizations may help understand the critical issues the Union today faces. This may also expect to propose good suggestions that can be helpful to strengthen the Union organization’s whole functions and meet members’ requirements as well as society’s expectation.
The Balanced Score Card (BSC) is a strategic planning and management system, mainly designed for enterprises to improve management performance, which non-profit organizations also often use to improve business management and performance evaluation. Therefore, this study uses BSC to build the performance evaluation rules of the Union organization. The expert questionnaire survey is applied and via the Delphi method the evaluation factors are chosen. Finally, analytic hierarchy process (AHP) is employed to calculate the priority of BSC’s constructs. As the results show in this study, financial construct is the most important, followed in turn by customer (i.e., laborers) construct, internal process, and learning and growth construct. Apparently, in non-profit organization like the Union, though laborers are very important, the Union still needs the funding support, that the organization can sustain forever.
