Taiwan, located in the subtropical area of the Western Pacific Ocean, often faces the threats caused by typhoons originated from the western North Pacific and the South China Sea region. These typhoons often cause serious damages and casualties. The aim of this research is to improve the capability of the front-line disaster-relief personnel (in level three township) to respond to emergencies once disaster occurred. Firstly, information regarding the types and details of disaster relief exercises in different countires is collected from the literature. Also, various types of disaster prevention and relief exercise in Taiwan are studied in order to understand the goal of the exercises and where they can be improved. This paper aims to examine the current practice of disaster prevention and control in local government district offices and tries to propose assessment methods for assessing war games. It is hoped that through the assessment methods of war games, the overall status as well as the individual differences of the disaster response capacity in each district can be identified. Also by applying different evaluation perspectives, the response relief personnel can further understand the strategies of the disaster prevention plan trhough role-play. Thus, it can provide a reference for the correction and adjustment of the plan. In view of this, by observing the actual practice of the disaster relief war game in each Kaohsiung City District Office, the shortcomings are identified and suggestions are made to help the front-line disaster relief personnel. As a result, they are able to perform better in the event of large-scale disasters.
