The proposed microgrid which integrates smart inverters, energy storage battery packs, solar photovoltaic systems, smart energy management systems (EMS), and backup generators, can immediately support power electricity to maintain the basic living conditions for disaster victims as well as provide emergency power for victims saving while a Taipower’s mains power outage is occurring by natural disaster. This study first selects high-risk areas susceptible to natural disasters in Pingtung County, and takes on site investigation to realize the geographical environment of the tribal refuge center in the area, the specifications of the electrical load equipment, the load demand of the equipment and the population of the tribe inorder to plan and design a disaster prevention microgrid. Cost and benefit analysis which involves the cost of investment and maintenance of the microgrid energy storage system construction as well as the benefit of basic electricity cost savings and the electricity price subsidy obtained by the Taipower demand bidding measures is executed by net present value method.
