碩士 === 國立高雄應用科技大學 === 工業工程與管理系 === 106 === Due to the economic growth of the society, as the quality of livings relatively improved, the requirements and demand for security of person and public order have increased. At the same time, police departments in all over the world have adjusted with public safety and the instability of international situation and to be equipped to face the inflation of prices and the costs to meet management requirements. Under the great pressure from these challenges. If they would like to improve themselves, analyzing the efficiency is necessary. This research follows a worldwide trend toward benchmarking and assessment of police performance. It has applied DEA-undesirable output model to measure the efficiencies of the police department of all of Taiwan’s administrative districts in 2016. Further analysis has considered Efficiency Frontier to classify the efficiency of police departments in Taiwan. The result of this research has shown, New Taipei City, Taipei City, Yilan County, Hsinchu County, Hualien County, Keelung City, Hsinchu City, Kinmen County and Lienchiang County have performed excellent efficiency. The counties and cities which belong to the third level of the classification are: Kaohsiung City, Miaoli County, Nantou County and lastly, Yunlin County. It is noteworthy that as the second biggest city, with the most population in southern Taiwan, Kaohsiung City is one of those in level 3. However, according to analysis of projection, the efficiency can be improved by deleting the excesses in inputs and bad outputs. This research has evaluated the police departments in Taiwan subjectively and comprehensively with the concept of application of Efficiency Frontier, it is accurate, direct and speedy to differentiate the efficiency of all police departments in Taiwan. Apart from the previous related research, this study include undesirable output factors in consideration. Furthermore, the reliable data for improving policies given by the analysis of projection provide a workable reference on both policy management and resource allocation to the government.
