In order to create detailed organizational performance measurement, this research constructs a two-stage network data envelopment analysis model using network slacks-based measure. The total organizational performance evaluation can be divided into two stages: production/service stage and profitability stage. In the empirical analysis, we gather data from annual reports and TEJ databases of credit cooperatives in Taiwan to analyze their proficiency. The analytical results demonstrate the proposed the two-stage slacks-based measure model may effectively help credit cooperatives managers and also government officers find out performance problems and make better improvement strategies and action plans.
