Summary: | 碩士 === 開南大學 === 人文社會學院公共管理碩士在職專班 === 106 === The village system originated from China’s Baojia system, which was the extension of the power of regime management to protect local order and social security. After Taiwan’s recovery, Baojia was changed int village to implement a democratic constitutional government. It was for the benefit of the people so as the national would be cultivated with the democratic concept from the long-time autocratic colonial rule. In the village system, at the beginning, the village leaders were designed and produced in the civil election. Furthermore, the Village Assembly became the highest authority. All important matters of the village should be passed in the Village Assembly.
What is the current status of the village system after 72 years? In 1994, the overall building of the community was based on the community as a unit with Citizen participation as the core. In the ordinary life of the general public and
in their participation of the planning and implementation of public affairs, what is their relationship between the community and the village? Can the overall building of the community integrate into the village system? The research method adopts literature analysis, observation method and in-depth interview method. The findings of this study show that the village system is constrained by the current electoral culture. A democratic political election system should be expected; instead, it limits the citizens’ participation mechanism in the village and makes democracy just remain in the ballot. Without the in-depth development of democratic politics, the overall building of the community cannot be integrated into the village system under the electoral culture. However, it can only be achieved through the drive of changes, administration and socialization. The village also sets up patrols, volunteer teams, and caring stations to expand the organization and functions of the village.
The research findings are as follows:
Ⅰ.The community reform of Taoyuan City has limited impact on the village
system.
Ⅱ.The operation of the village system takes elections as a priority, and the
awareness of citizen participation emphasized by community reform is still
Unformed.
Ⅲ.The village system may hinder the development of future democratic
politics.
The suggestions of this research are listed below:
Ⅰ.Expanding the function of village autonomy.
Ⅱ.The way the village chief is produced should be able to review the design.
Ⅲ.Cultivate professional skills such as community work and community planning
in the village.
