However, if public affairs are implemented solely by the government itself, it is sometimes beyond its power. Therefore, systematic development of various manpower acquisitions and supplemented by appropriate management and maintenance, exercising various human resources to achieve organizational development and helping individuals grow in the organization has become an important part of the organizational operation.
This study is based on the analysis of the Theory of the Planned Behavior to explore the motivation and influencing factors of the continuous participation of volunteers in Taoyuan City. Identify the conditions under which professional volunteers can continue to participate in the volunteer team to maintain the professional service level of volunteer team and reduce the pressure on volunteers the recruit volunteers. Creating organizations, volunteers and the people’s three-way wind situation.
First, this study found that the motivation for the initial participation of lands professional volunteers is most influenced by subjective norms. Second, the willingness of lands professional volunteers to continue to participate is most affected by subjective norms. Third, attitude and perceived behavioral control factors easily hinder the continued participation of lands professional volunteers.

1.The recommendations for land administrations as follows :
A.Make good use of interactive relationships between the Land Registration
Agents and the Land administration to recruit new professional volunteers.
B.Expanding and commending outstanding professional volunteers and encourage
their family and friends to participate in performances.
C.The political Work Corps established by the cross-land office and
establish an agent rotation system.
D.Planning and establishing and online professional consulting system.
E.Seeking cooperation with the Lands Association to promote professional
consulting services.
2.The recommendations for the lands volunteer team are as follows :
A.Organizing volunteer activities at the appropriate time, seeking
institutional support and strengthen the cohesivenessof volunteers.
B.Encourage team members to participate in educational training or
activities handled by the land administrations.
