碩士 === 開南大學 === 人文社會學院公共管理碩士在職專班 === 106 === Ageing population is the common challenge that many devleoped counties are facing in the 21st century. Especially the various issues extended from an ageinf society, such as how to provide better care amd environment for the elderly. This demonstrates the government's ability to develop countermeasures to problem solving. Community care centres started in 2005 and have been one of the most obvious and effective projects under Taiwan social benefit policies. Therefore, this research from the perspective of public and private collaborative governance will adopt the linear methods, targeting Taoyuan's public department and 4 community care centres by conducting in-depth interviews with the managers, staffs and volunteers. Research results showed: community care centres are mainly operated by community development organizations, and are manpowered by volunteers who are retirees from the community. Government funding is the centre's major source of income. This report will analyze the results of collaboration between the organizations and relevant factors and also discuss thr difficulties found in the process of providing service and the functions of these centres in influencing the ageing in plave policy. Thus providing executionary and practical suggestions as reference for future policies
