Abstract
The phenomenon of globalization makes the issue of energy supply and demand more important, including the sources of energy generation and its derivative consequences (for example, greenhouse gas effects make global warming). Nuclear energy is the most controversial among them. The Institute of Nuclear Energy Research is a professional organization engaged in the research and development of nuclear energy technology. It is also the only government entity engaged in research related to nuclear energy in our country. In order to meet the challenges of space and time in the functions of government reconstruction and environmental change, we must look for opportunities and directions for organizational development. To comply with the promotion of the country’s “nuclear-free homeland” policy, regarding the reform of the Institute of Nuclear Energy Research, due to the direction of future national nuclear safety control planning and the division of duties between ministries and departments, the specific method of organization rebuild is still under development. In the discussion, there are still many uncertainties. Regardless of whether the Institute of Nuclear Energy Research is a subsidiary of which the Ministry in the government after the Government Reorganization, it is still possible to transform into a public corporation in the future.
Nuclear energy research organizations play a pivotal role to maintain the nuclear energy safety and stabilize energy supply in countries with nuclear power generation. This study examines the development of the Nuclear Energy Research Institute of the Atomic Energy Council of the Executive Yuan from the perspective of “organization reconstruction”. Refer to international experience to locate its position. The focus of this study is how the Institute should transform during the process of government reconstruction to promote the performance so as to achieve the expected goal. This report adopts literature analysis and comparative research methods to search for information on nuclear energy organizations across countries in the world, and proposes the organization transformation of nuclear energy research organization with the current situation of our country. The results will be helpful for government reconstruction and academic research.
What discovered in this study:
1. Nuclear energy research organization is advancing with the time that adjusting organizational structure and tasks is the international norm.
2. Supervisory departments of nuclear energy research organizations are generally relevant to the Ministry of Economic Affairs of our country.
3. The nature of nuclear energy research organizations appears to be dominated by government agencies.
4. Most nuclear energy research organizations are independent and at the secondary level. 5. Nuclear energy research organizations are mainly professional in nuclear energy fields, and with tendency to expand into other fields.
What proposed in this study:
1. Nuclear energy research organizations should adopt a non-bureaucracy model in the way of professional institutions for transformation.
2. To change a nuclear energy research organization as a dependency of Ministry of Science and Technology is feasible, but the organization should be operated as a professional institution.
3. If the nuclear energy research organization will transform into an administrative institution, it still should be supervised by an independent agency of the Executive Yuan or directly under the Executive Yuan.
4. Our “nuclear-free homeland” and energy source ratio will be better to have the upper and lower goal.
5. Why should the due date of our country’s “nuclear-free homeland” is 2025 instead of 2045, it is appropriate to consider adjusting the schedule.
