It is in urgent need of transforming leisure activities and sightseeing tourism in agricultural management. Leisure agriculture is an option for the transformation of agriculture. Also the trend of the world trend. This study attempts to explore the feasibility of Kinmen transformation from traditional agriculture to leisure agriculture through the delineation of "leisure agricultural area" and the establishment of "leisure farm" in this wave of leisure agriculture. Methods the development strategy of Kinmen transitional leisure agriculture was put forward by using field tune, in-depth interview, literature collection and SWOT analysis. In order to understand the current situation of agricultural development and practical operation of Kinmen, this study mainly interviews farm, residential, public sector contractors and agricultural planners. Through the above results, SWOT analysis, leisure agriculture should be special, establish their own agricultural brand, and through experience activities to meet the needs of tourists. Train professional narrator, master the overall interest and demand of tourists, and help farm operation performance. Based on the qualitative analysis of this study, the development of leisure agriculture is helpful to build Kinmen as a healthy health island, to construct a common living circle of Kinmen-Xiamen, and to promote the sustainable development of Kinmen. Finally, this study suggests that the county government can delimit the leisure agriculture area as soon as possible, and amend the law appropriately in the outlying islands regulations, and draw up the relevant laws of leisure agriculture suitable for the local characteristics. The prefectures should set up specialized agencies in various departments to coordinate the work of the relevant departments, to coach farmers and civil society to organize leisure agriculture development associations, and to make effective plans to attract young people back to their hometowns to invest in agriculture and create industries, and to form alliances through the same and different industries. Creating the impression of leisure, education, health, safety, and multiple brands, and through the promotion of environmental education, so that agriculture can take root and continue, will be conducive to the development of agriculture in Kinmen, but also to enhance the image of regional tourism.
