Therefore, all countries pay more attention to disaster prevention in Public Warning System (PWS). A Public Warning System is a system where warning information is transmitted in the shortest period of time to the specific regions and people for contingency prevention in advance. The geographic location of Taiwan is a high-risk area for natural disasters. With the threat of natural disasters in our country, the government must have a positive action. The experience in United States, Japan, and other countries, they have established the cell broadcasts service (CBS), a type of disaster warning system technology. The alert service which links the mobile communication system, can deliver messages seamlessly and quickly This article is to introduce and discuss the technologies and types of emergency alert system, and provides an in-depth understanding of the construction and application of the Taiwan Disaster Prevention Warning System (PWS). Its purpose is to analyze and understand the doubts and difficulties encountered by Taiwan in the development of the PWS system. The difficulty lies in users cannot receive warning messages or repeatedly receive multiple messages, causing users' confusion. This paper will analyze the causes of the PWS system structure and process based on the above problems, determine the experimental methods and test standards, and analyze the advantages and disadvantages of the test results. This paper provides PWS compliance verification reference for our country mobile communication manufacturers.
