The modern countries are mostly aiming at serving the administration and serving the people. This study is mainly focused on the study of the service quality of the security personnel responsible for the inspection of the Yanpu Fishing Port and the Donggang Fishing Port of the Sixth Coastal Administration’s Southern Coastal Patrol Bureau and the satisfaction degree of the fishermen entering and leaving Hong Kong. Through in-depth interviews, the differences in service quality and satisfaction between fishermen and security personnel were explored. The “document analysis method” and “deep interview survey method” in qualitative research were used as the main methods for collecting data. Through research and interviews, age differences, security screening methods, reflecting pipelines, local operations, service attitudes, and case processing speed all affect service quality and satisfaction. In addition, it was found that although the two fishing ports of Donggang and Yanpu are close to each other, the fishermen also have different differences in the service quality and satisfaction of the sea patrol personnel. And the following conclusions are drawn from the research conclusions:
1. The fishermen''s advice and sentiment should be dealt with carefully and respond promptly to reduce grievances.
2. To handle the promotion of functional classes and training, strengthen the essential qualities of officers, and provide accurate and professional services.
3. Pay attention to service attitude and enhance the positive image of the sea patrol.
These three proposals are for the reference of the review of the administrative affairs of the maritime patrol agencies, with a view to improving the service quality of law enforcement officers and meeting the fishermen''s expectation and allowing fishermen to actually experience the specific implementation results of the measures taken by the patrolling authorities to facilitate the benefit of the people.
