In terms of quantization, the TIMS intranet questionnaire survey for students initiated in industrial talent investment program was conducted by the Workforce Development Agency, Ministry of Labor, thereby having an insight into the development of students after training. Moreover, the learning results of trainees in employment, entrepreneurship and professional skills improvement from 2014 to 2016 were analyzed by COA. With respect to qualitative research, interviews were conducted with experts and scholars in a semi-structured manner. Meanwhile, interviews were carried out with executives of industrial related enterprises, industrial market demand, internal training planning and employment conditions to understand the correlation and difference between the enhancements of beauty industry capacity and self-career planning. The research results are as follows: As for the industry, government and university, there are differences in the course planning for beauty related majors. According to the survey, in addition to paying attention to ethical development and physical and mental health education, the vocational and technical schools also attach great importance to industrial practice, and most schools take Level B and C skill evaluation of beauty, hairdressing skills advocated by the Ministry of Labor as basis of learning effects. Graduates will face the dilemma of skills gap when entering the industrial markets as there are quite a few skill related to beauty industry and the fashion changes rapidly. Therefore, even after graduation, the students with professionalism need to continue their study, so as to keep pace with the times. The role of COA is different from that of school education. Apart from learning relevant professional skills, the on-the-job vocational and technical education also attaches importance to education of personality and the ethical concept of rule of law. However, in the training course planning of the Ministry of Labor, it's clearly oriented at improving employment capacity. Fashion industry-related enterprises pay more attention to the changes in the industrial market for talent training. Therefore, training courses will be conducted within enterprises, and there will be two or three times of advancement assessment every year. In addition to professional skills, the enterprises also pay attention to customer service attitude and product sales performance. There is no significant demand for Level B and C skill evaluation of beauty, hairdressing skills advocated by the Ministry of Labor in the industry compared with the school. However, for the medical cosmetology practitioners affiliated to the hospital, there is higher concern on the certificate as it's associated with the salary. Yet, private medical cosmetology clinics generally attach more importance to performance than beauty related certificates. From the above research, it can be seen that beauty-related industries have a dynamic and professional demand for talents in professional knowledge and skills. Practitioners can find their way for competency promotion through the government-provided vocational training platform, such as the COA. Non-practitioners can also find a way to change jobs or strengthen social networks here. However, in order to stand out in the beauty industry, the eventual key factor is not skill, but humanistic literacy, aesthetics and brand.
