It blindly had been pursuing economic maximization and neglecting its cultural essence so that the definition was blurred and diluted; in addition, the development of aboriginal community was also a topic of considerable concern. The aborigines were the longest-serving inhabitants in Taiwan but were invaded by foreign cultures and ruling regimes for a long time. During the modernization process, many unfair treatments have been suffered, which have caused cognitive biases in the original culture. Therefore, this study would like to break down the single economic-cultural dichotomy and try to use the actor network theory of human and non-human, material and symbols. Amis Music Festival's translation process using actors as an intermediary is expected to provide a new vision for tribal development and even regional revitalization. Qualitative research is used to interview five actors and participants who are actually from the network. Through interviews and research, the researcher would use the Actor-Network Theory (ANT) to explore the shaping process of Amis Music Festival, the influence of culture as development core. The results show that the Amis Music Festival has the scale of community development, not from the power of a single individual or group, but from the appeal and mediating role of various actors in this network system, enabling it to continuously expand its influence. At the same time, from the development experience of the Amis Music Festival, it was found that cultural rebuilding, local core operational mechanisms and opinion leaders are key actors driving the network. According to the results, the community development and even regional revitalization could be applied to actor network theory to analyze its compositional structure. Compared with the binary analysis method, it would clearly explore the feasibility of the generation and operation of its network; in the community development process, “the economy - the cultural” approach is considered as a development strategy, in other words, taking culture as the main of development, finding relative technologies that could express their culture, and creating economic benefits.
