In this diversified social pattern, it is indispensable for everyone to be able to coexist peacefully and to communicate well with each other. Under this context, the knowledge and learning of Southeast Asian languages and cultures have the effect of strengthening integration with ASEAN regional economy. In addition, there are still social values that promote social harmony, interpersonal interaction and mutual trust. While the government is actively promoting the “New Southbound Policy”, it intends to deepen the language of the Southeast Asian region for a long time. The Ministry of Education will include the New Resident Language Course in its 2018th new curriculum. Many technical colleges and Southeast Asian language schools also respond to the industry. The subsidy policies, however, are often based on short-term training. This type of learning is difficult for students to truly learn a language and culture. The purpose of this study is to explore the impact of the government's investment in substantial resources to subsidize the teaching and learning of Southeast Asian languages through the perspective of social value creation. The study explored how to make policy subsidies for Southeast Asian language teaching more effective in creating social values by interviewing government officials, social agency leaders, teachers and students related to Southeast Asian languages.
