Consequently, the demographic transition as well as the social construction has made the Tamsui Environment Art Festival even more challenging. While I was studying in school, I have been frequently in touch with performing arts. And from my observation during co-executing the festival with Sun-Son Theatre in 2016, the theatre working model is quite similar with the one in social construction. Due to the fact that Tamsui has a wealthy cultural resources which therefore nurturing today's Tamsui Art Festival, it has later become one of Taiwan's most indicative artistic festivals. Through collaborating with both the government and private sector, and showing Tamsui’s humanistic energy and artistic features, this activity aims at public engagement, hoping to create the collective memory of the people, and to shape local characteristics, thus to enhance the cohesion of Tamsui people. The "Arts parade" and "Environment Theater" in the festival are the core of the engagement. In order to understand the New Taipei City Tamsui Environment Art Festival and the public participation in the process, this study takes the qualitative research strategy—through information collection and reviewing the literature and participatory observation—to understand the development of the past festivals: “How does the Government achieve the purpose of public participation through the festival?” Tamsui has many years’ experience of arts festivals, so how did the government, art groups and people imagine Tamsui by attending art festivals? In addition, this study will re-examine the concept of public participation of the festival and propose possible advices. The study has discovered that the 9 years’ experience in the festival continued to connect the residents together and generate spontaneous participation in the festival. But it has not yet extended to uninvolved communities effectively. In addition, when assessing the effectiveness of activities, the government values more on quantitative statistics, while the local art groups paid more attention to the process of participation in the arts. Thus, the gap between the two caused a discrepancy when collaboratively implementing the festival. In our generation with blossoming arts festivals everywhere, we should contemplate more on the essence of it, and rethink the tripartite between art groups, government, and the attending communities. In this way, rather than producing decorated tourists’ activities without cultural awareness of the local, the idea of community participation in arts festivals can be carried further. 【Keywords】 New Taipei City Tamsui Environmental Arts Festival, public engagement, Local culture, Arts parade, Environmental theater .
