Unemployment can cause social, security, and economic problems. Therefore, the Taiwan government should actively seek effective policies to reduce the unemployment rate. This study uses the Stoikov index to investigate the impact of changes in Taiwan’s industrial structure on the unemployment rate of laborers of different educational levels, and collects relevant information on industry and service industries from the Executive Comptroller’s website from 1982 to 2005 Statistics, statistical data on the unemployment rate and economic growth rate of laborers with different education levels, conducted empirical research. The results of this study include: 1. There is a significant negative correlation between the industry's Stoikov index and the unemployment rate of workers of three different levels of education; that is, changes in the industrial structure, will cause the unemployment rate of the three different types of labor to decline. 2. The Stoikov Index of the service industry has nothing to do with the unemployment rate of the labor force in the country and below, and it has a significant negative correlation with the unemployment rate of laborers in high school, college, and higher education, that is, changes in the service industry structure, resulting in high school, the unemployment rate of specialists and above has dropped. 3.
