碩士 === 逢甲大學 === 統計學系統計與精算碩士班 === 106 === The situation of low birthrate in Taiwan is quite serious. The total fertility rate of women of childbearing age in the last five years is only 1.065 to 1.27. This ranked in last place among the international. However, some of the factors that contributed to low birth rate were from infertile couples. The proportion of infertility in Taiwan is about 10% - 15%. Although they have the idea of childbirth, they could not practice it. Although the IVF pipeline has been paid for, it has been deterred because of high costs. Currently, only the government provides IVF subsidies for middle-income households and low-income families. However, this expense is also a huge financial burden on non-subsidized households. This study expect to use insurance to subsidize non-subsidized households who want to have children, satisfy their fertility desires, and build a complete family. This study will help the infertile patients to share the economic burden of IVF through the design of commercial insurance and the concept of risk diversification. The results show that the rate of infertility medical visits and the average medical expenses have increased over the years, and the use of IVF has also increased year by year. It is hoped that this design can be used as a prototype to provide government plans for social welfare, or to provide insurance companies with the development of such products, so that more infertile patients can benefit, and this may also achieve a slight improvement in fertility rates.
