However, in the past, community development mainly focuses on economic achievement so that residents can live with high modern quality of life. The cost of such modern urbanized way of living is loss of biodiversity, ecological wholeness, social connection, and community attachment. It’s time to turn this human exceptionalism paradigm (HEP) to new ecological paradigm (NEP). That is, we recognize the innovative capacity of humans, but know humbly that humans are still ecologically interdependent as with other species. Therefore, this study chooses Pinglin, a remote local community in Northern Taiwan, as the case to review its history of development between 1990 and 2000 through the lens of eco-valley perspective, especially emphasizing how the economic dynamics and social dynamics drive local sustainable development. Data collection is based on the author’s personal experience of being an active community practitioner and the mayor.
