Currently, the ratio of lower-ranking officers in each department is lower than before. Therefore, beginning in 2018, the Ministry of National Defense will recruit 800 volunteer military officers who have received 22 weeks of training with 1 year of service and achieve an 80% ratio of low-ranking officers by the second half of 2019. Under the promotion of the all-volunteer policy, this study explored approaches for encouraging more young Taiwanese people to join the military, the effects of recruitment responsibility on increasing the work pressure of current military personnel, and the opinions of university students regarding military service in Taiwan. Two groups of participants were involved in this study, namely military personnel and university students. The questionnaire for military personnel was distributed to 300 respondents and 283 valid responses were received; the questionnaire for university students was distributed to 390 students and 369 valid responses were received. Conclusions were as follows: 1. The job responsibility of recruitment increased the work pressure experienced by military personnel. To solve this problem, recruitment professionals should be hired to take over this responsibility; 2. The recruitment campaigns promoted by the commissioned officers in this year were still insufficient; 3. To increase the effectiveness of recruitment, the relevant authority can enhance the soldier image, increase the willingness of citizens to serve, and prioritize the recruitment of people with relatives serving the military. 4. Major factors that compel university students to join the military are high wages and job stability and security. Factors that decrease the willingness to serve among students include the many limitations of working for the military (such as restricted freedom). This study recommends that the military authorities identify the factors that increase the appeal of joining the military among students. In addition to high wages, positive messages related to serving the military can also be promoted in recruitment campaigns, such as the preferable policy of allowing soldiers to serve near the location of their family residence and spend nights outside the dormitories on a daily basis when no major drills are being conducted.
