The Taiwan government announced the implementation of the "Greenhouse Gas Reduction and Management Act" in July 2015 stating that the country''s long-term reduction target is "to reduce greenhouse gas emissions in 2050 to less than 50% of the 2005 emissions", and carry out carbon reduction work. For the purpose, low-carbon transportation is a major project promoted by the government, and electric motorcycle vehicles are key projects. The promotion of electric motor vehicles requires the development of the market, as well as the cooperation of government policies and regulations. In this study, Fuzzy Multiple Attribute Decision Making (FMADM) was used to deal with the construction of evaluation indicators for motorcycle products. In the study, four strategic frameworks (environmental benefits, government policies, product attributes, market prices) and assessment attributes of twelve criteria were established from the relevant literature and regulations.
