The council of Labor Affairs made an announcement that six industries and fifteen jobs could import policies of foreign workers. Due to the condition of human resource become a severe shortage in the conventional industries, manufacturing, and construction industries the government permitted to apply the quota of foreign workers in 1989. The aging of the population got worse for the past few years in Taiwan .The birthrate had been decreasing which led the labor gap to become more serious. And the values had been changed a lot for workers. So that the labors demand population of manufacturing increased continuously. In order to supplement manpower requirement’s, it had to import foreign workers with lower costs. The object of research is M company. It is a manufacturing technology company. Because the location of M company is much farther. So It is not convenient to arrive . That it is difficult to recruit Taiwan’s employees. For making effectively, it had to import foreign workers necessary. The deciding factor is what we selected foreign workers for the purports of research. There are two ways to comprehend what kind of conditions we need for recruiting foreign workers. One way is questionnaire swerved, and the other is interviewing survey. According the results of analyzing, we provide some advices about enhancing how to recruit foreign workers’ applicability. After surveying virtually, M company prefers workers from Vietnam to others countries, especially for female. Because Vietnam is a matriarchal society, women are willing to work overseas for family responsibilities. They always have highly corporate. For instance, they can accept learn Chinese, work overtime, accept shift, and so on. However, the Vietnam’s workers have advantages on language. The ability of Chinese is better than Philippine’s workers. And the negotiate with Taiwanese is good.
