The population covers the teachers in both public and private primary as well as secondary schools. The data analysis is conductedwith SPSS 22.0 for Windows for narrative analysis, T distribution, single factor analysis of variance and regression analysis, etc., and conclusionas below: 1. Primary and secondary school teachers believe that they can be accepted and respected by students, but there are still rooms for improvement in assisting the teachers to plan their careers, diversify their self-development, improve the school atmosphere and team work. 2. Primary and secondary school teachers of different academic qualifications have organisational culture differences rationally. 3. Primary and secondary school teachers with different genders have significant differences in responding to the overall organisational development. 4. In the Work Values, the higher the external value, added value, and overall work values, the more effective the teaching plan, teaching activities, student counselling, as well asthe overall working performance of the primary and secondary school teachers. 5. In an organization, the stronger the development and the overall organizational cultures, the more effective the teaching plans, teaching activities, student counselling, as well asthe overall work performance of the primary and secondary school teachers. 6. In an organization, the higher the hierarchical culture and the overall organizational culture, the higher the acceptance of the primary and secondary school teachers on the internal value, external value, added value and the overall work values. 7. In the Work Values, the higher the external value, added value, development culture and the overall work values in the organizational culture, the more effective the teaching plan, teaching activities, student counselling, and overall job performance of the primary and secondary school teachers.
