A Study on the Quality Improvement of Vocational Training Through TTQS — The Case of Childcare Workers Union in Kaohsiung County

Recently, the Workforce Development Agency, Ministry of Labor has provided a wide range of vocational training subsidies to non-governmental training units to encourage those in the workforce to pursue further studies, to help the unemployed obtain employment, and to cultivate their second specialty. Many professional unions have organized vocational trainings to increase the employment rate and welfare service of their members, thereby consolidating trade union organizations. The Talent Quality-Management System (TTQS) is the only national training quality certification system in Taiwan. The counseling and assessment mechanism of TTQS is used by a department or an organization to test their own training system and understand the development of their own internal personnel to ensure the reliability and correctness of the training process. This study used Kaohsiung County’s Childcare Workers Union as the research subject of this study. The union was awarded by the Kaohsiung Municipal Labor Office as an outstanding union for three consecutive years. How they incorporate TTQS in their vocational training is worthy to be a part of this study. Through the survey of 138 trainees and the questionnaires obtained from the trainees after training, this study summarizes and analyzes the trend of the trainees' traits and explores how to improve the quality of vocational training by using TTQS, as well as the results after implementation. The study divides the questionnaire into ten major dimensions: the content of the course, lecturers, course materials, training environment, administrative support, learning effectiveness, work application, second specialty, feedbacks after training, and overall opinion. The results show that some of the demographic variables of the trainees have a significant effect on all dimensions. The results showed that TTQS can assist the training institutes to set up a complete training system. It improves the training quality, training performance and organizational performance, which is conducive to the sustainable management and development of the training unit in the future.
