Taipei」 are most significant cases of shipwreck in recent years, and these are one of major research motivations of this thesis. Although the authority publishes these reports of maritime cases irregularly, the mechanism and proportion of the public openness are still scarce, and these would cause the public and the industry to learn the lessons and preventions by achieving certain precautionary measures . Shipwreck was happened, it would be accompanied by not only property damage, pollution of marine environment, but also safety of life and the more serious casualty circumstances. Based on「The Maritime Investigation standard operating procedures」, marine technology is utilized to clarify the reasons, reconstruct the scene by simulation techniques, and then establish operating procedures of maritime investigation process. The authority of the Ministry of Transportation and Communication (MOTC) that holds both responsibilities of supervision and enforcement , but how could an independent investigation agency be responsible to make maritime investigations substantially independent ? In compliance with「 Maritime Casualty Investigation Code」 by literature survey, there are still a couple of discrepancies in Taiwan ; In comparison study between Taiwan and other countries by Maritime case analysis , the meaning of content of 「The Marine comments」 is quite different from those of international 「 Maritime investigation report 」, especially in「Administrative sanctions」aspects , and the lack of specific suggestions for improvement further. In addition, through the comparison of various countries maritime investigation systems , it is concluded in this research that an Maritime Safety Law and independent maritime authority, and the classification of maritime investigations of different levels , should be accomplished. Shipwreck incidents accompanied by human casualties and damage of property, could be avoided by accident investigation and it should be clarified the reasons, prevented the accidents and improved safety by substantial recommendations . Finally, practical applications on the 「 Maritime Casualty Investigation Code」and「Code for the Investigation of Marine Casualties 」, maritime case studies, maritime technology application and various investigation systems of specific countries, several recommendations are addressed , for instance : to establish Marine Investigation agency, to accelerate the legislative process of「Maritime Safety Law」, to define maritime Investigation classifications, to establish standard operating procedures of Maritime Investigation, to build up maritime forensic laboratory, to hold maritime public hearing, to train maritime investigation instructors, to announce maritime investigation reports officially for think tank and research reference in maritime industries .
