Since public hazardous material industries are more dangerous than normal industries, it is an important policy and an urgent issue to enhance competence of disaster prevention of public hazardous material industries. This study refers to the literature on public hazardous material management, business risk management, corporate social responsibility, and promotion of disaster management in Taiwan. This study was dealt with in five dimensions: “organizational,” “statutory,” “advisory,” “financial and corporate image,” and “educational” by document analysis, and five dimensions were used to form a questionnaire. In this study, an investigation of the different public hazardous material industries in our country was conducted to explore different factors to promote disaster management for different public hazardous material industries and the government, and improve the public hazardous material industry’s willingness by specific suggestion.After collecting samples, the data were analyzed by descriptive statistics, one-way ANOVA, two-way ANOVA, regression analysis, and confirmatory factor analysis. The findings indicated that: (1) Because large enterprises hold relatively abundant resources, it takes more time, human resource, and money for large enterprises on the policies. Those factors are more significantly important than small and medium enterprises. (2) in order to effectively enhance the willingness of enterprises to implement disaster management, the government should use “consultation and support” as priority policies and “development of organization” as secondary policies to improvement the safety level of public hazardous material industries; (3) five dimensions are constructed of “consultation and support,” “management of enterprises”, “supervision and penalty”, “educational and cooperation,” and “ performance of disaster prevention and benefits”. Among those factors, the most important policy is “consultation and support”.A specific suggestion is given in the study: When the government makes the related policies of disaster management, the differences of public hazardous material industry and “consultation and support” are the main viewpoints considered for promotion of policies.
