It is located in the subtropical monsoon region, and is active geologically, formed on the Pacific Ring of Fire, and at the western edge of the Philippine Sea Plate. As a result, a, Taiwan is an island with significant risks for natural disasters like typhoons, earthquakes, landslides, floods, and debris flow. Since the independence of the fire-fighting units from the police department, the police authority are no longer in charge of disaster prevention and rescue. Instead, the disaster prevention and rescue affairs are divided into respective and competent authority according to the laws. In this context, the role of police in the disaster prevention is assistant in the field such as verification of people, control of people and vehicles, custody of people, detainment of objects, provision of police equipment, issuance of warnings, prevention of crimes and so on. This consequence attribute to the fundamental basis endowed with laws in persons and resources compared to other departments and institutes. The cooperation and allocation of tasks during the disaster and emergency period for preparedness, response, and recovery are involved with the laws and rooted behaviors with regard to the police so that changing the public perception for police’s role in disaster response really matters. Therefore, this study’s primary intend is to discuss the feelings of policeman who participated in the disaster response. Although all different types of natural disasters have its competent authorities, this is actually not the case. Therefore, this study aims to clarify the role of the police in response and rescue during the disaster and emergency period and to understand the factors that increase the work and burden for the police’s role in disaster response and even discuss the unclear responsibilities and duties between the police and the other departments. As a consequence, this study put forward proposes such as "a comprehensive review of the duties and responsibilities of the police on laws "," reviewing the organization of disaster prevention and rescue agencies", "strengthening the enforcement of administration," and "role remodeling for the volunteers in civil defense " 黃翠紋 2017 學位論文 ; thesis 100 zh-TW
