Also, the high capacity of railway can gather victims and criminal opportunities in the same place and at the same time. The rate of railway crime is rising because mass casualties and public panic can be caused easily by criminals. However, the case investigation of railway crime is still difficult and challenging. The research focuses on the case of the explosion on TRA train at Songshan Station which occurred on July 7, 2016 in order to analyze the occurrence and build up the model of crime investigation. This thesis not only views the disposal and emergency responses from the perspective of investigation management but also analyzes the investigation methods and dilemmas of similar cases. In Taiwan, the three well-known railway crime cases in last five years are solved quickly, but there are still crisis of copycat crimes. First, the research aims at the clues from observing the occurrence of the Songshan explosion case. Interview method is adopted to collect the data of the study. The study examines the pre-and-post criminal behavior through timeline analysis to conclude the type, motivation, place, victim and method of these crimes to help investigators understand the pattern of crime. On the other hand, the study examines the police criminal investigation manual from the perspective of investigation management, and aims at command level, resource utilization, vertical and horizontal contact. The final chapter draws upon the entire thesis, to highlight the faults and dilemmas in current system, and it also makes practical suggestions. The research reveals that there should be a task force when railway crime happens because of the difference of police units. And the task force should manage the cases according to four aspects: the on-site processing, the intelligence of investigation, the investigation method, and investigation organization. The research also gives a suggestion for future researchers to explore the Songshan explosion case further and to analyze railway explosion cases more completely. And it’s also feasible that examining other types of criminal cases with investigation management will improve the expertise of criminal police.The research also reveals some facts below: It’s necessary to promote the on-site processing ability of police officers. The Internet seat reservation system, apps and other databases are also resources of intelligence. In the investigation method part, comprehensive review and integration are needed. Finally, suitable convener and spokesman are always essential to any task force.
