However, people are still suffering from inconvenience of lacking bus stops or long distance from home to bus stops. Furthermore, some areas have no public transportation because of low density of population or even because the routs are so narrow that no vehicles can get in the villages. It results the villagers can only pay the non-business-vehicle drivers for the rides unlawfully. According to the Interior Ministry ‘Self-Use Vehicle Usage Report’, the idled car use rate is about 92%. Facing the issues of ageing society and insufficient of transportation services, instead of paying huge compensation to private transportation companies, maybe it is time to change our aspects and to think of sharing economy which is global trend. As U-bike is widely accepted in most cities, will ride sharing be the next step? If the government is willing to open non-business-vehicles to replace minibuses, taxis and ehabilitation buses of DRTS project, surely can improve transportation services for people with disabilities or mobility problems in remote areas. This study has collected national and international information and literature about ride sharing, transportation network, Personal Transport of Passengers for Paid Services, management system, etc. The aims of the subject are divided into four parts: 1. Passenger services: making stander charge of passengers’ service, providing receipt or invoices of ride sharing services, 2. formulating a mechanism of consumer disputes complaining, service evaluation and public criticism and passengers lost and fund. 3. Vehicle management: formulating condition of vehicle and cylinder displacement, driving recorder, in cared video equipment, satellite positioning system, in cared display driver permit, sticking identification mark, passenger insurance, organizing legal car team. 4. Driver management: limitations of driver age, time of gaining drivers license, police criminal record, non responsible car accident record, serious traffic violation record. 5. Vehicle Department: regulating service areas, office hours and dates, qualification of drivers, working hours/days, limit of service intervals, regulation Amendment etc,. The study also applies questionnaire surveys of German, the Filipino, and France methods, hopefully can understand more about the opinions of Industry, Official and University experts about Personal Transport of Passengers for Paid Services. Meanwhile, can get to know how the experts support or have consensus on this subject. Finally, the research is to provide reference suggestions to the Communications Ministry to formulate better strategies, such as amending the Law of Motor Road, adding Internet Transportation Services in the category and formulating ‘Self -use Passenger Cars with Paid Participation in Transport Services’. 周文生 2018 學位論文 ; thesis 145 zh-TW |
