However, whenever there is a major fire, they are unable to support one another. The petrochemical industry has had many incidents in Taiwan, and is a hazard that cannot be overlooked. Since the institution of the Lienchiang County Fire Department, they have never handled an oil tank fire, which on this premise it was discussed the adequateness of manpower, equipment, vehicles, and water supply during this type of accident. This research not only collected foreign and domestic literature assessing the ability to extinguish oil tank fires, standards from other countries were used to investigate the possible establishment of a self-defense fire protection unit by companies. ALOHA and FDS were then used to perform computer simulations. For the discussion of foam discharge amount, wear and effectiveness of mobile or manual nozzles were about 70% of fixed fire extinguishment equipment, therefore the amount of foam needed for public firefighting would be more than the amount in the standards (NFPA 11 has recommendations for foam discharge amount and continuous discharge time). Simulation results showed that ALOHA yielded a rougher estimate for the sphere of influence from radiant heat, while also yielding overestimates of actual scenarios, which could lead to misjudgments for rescue personnel. In contrast to ALOHA, FDS could more accurately predict the effect of radiant heat, and could also consider other external factors such as heat release rate, measurement points, building height, and fire growth. This research shows these results using contour plots to more accurately predict the locations and ranges for rescue, and it allows for commanders to make decisions more quickly during accidents based on these results to ensure the safety of fire rescue personnel during rescue and retreat planning.
