The thorough investigation could analyze and pinpoint all the weakness in a safety management system. As a result, incident investigation is well recognized as an important element in a safety management system. In the last three decades, causation models, analysis methodology and investigation methods keep evolving, especially in the European Community (EC). Since 1990, EC began to work on the reconciliation of incident investigation systems, including information, recording, standard and method among its members. This study combines the work of European Statistics on Accidents at Work (ESAW) and methodology of the Recording, Investigation and Analysis of Accidents at Work (RIAAT) to obtain 28 occupational incident investigation variables. 85 cases of domestic occupational fatal accident reports were collected in the internet. They are analyzed by the above-mentioned variables. The results of this work show that the domestic regulatory body makes comprehensive efforts on the post-accident handling and details on violation-finding, rules and penalties for the defaulting employers or business owners. Comparing with the EC occupational incident reporting data, the domestic reports are unclear in causation, often, lack of illustration of contributing factors, not to mention root causes.
