In this study, the driving factors that cause the occupational stress are found as follows: the adequacy of human resources, the concept of parenting, the degree of students' barriers, the integration of the curriculum, the effectiveness of administrative communication, the funds of special education, the complexity of administration, teacher’s empathy、professional knowledge ,and communication ability. The CFPR level expert questionnaire was implemented to obtain the sequence of criterions of all the driving factors. And the evaluation results showed that the top five key factors include: "administrative complexity", "effectiveness of administrative communication and coordination", "communication ability", "the correctness of the concept of parental rearing", and" empathy ability ".Under limited funding,the following suggestions are made in terms of the conclusion above: 1.Government units need to simplify and specializes administrative operations. 2.Kindergarten administrators need to play the role of communication and coordination in a timely manner. 3.Parents need to respect teachers' professionalism and take an active part in parent-child activities. 4.Teachers need to have empathy and good communication skills.
