Petition is a convenient channel for the public to propose specific recommendations for reforms, report violations, and ensure the protection of personal rights; in other words, petition is a crucial tool for the expression of public opinion. Meritocracy characterizes a democratic society in which local elected representatives have a mandate to articulate their constituents’ voices and ensure their well-being in open debates in the local council. This study examined factors causing people to conduct petitions, governmental agencies’ emphasis on petition cases, and the participatory management of local elected representatives. The findings of this study are expected to enhance administrative effectiveness and the public’s satisfaction with the petition process and results. In this study, the method of System Dynamics has been applied to analysis for influencing factors. Through the literature review, this paper summarizes three personal rights protection level, administrative behavior and the use way of various petition channels. The research has resulted that in Public Petitions by some important driving forces; (1) level of personal rights protection, familiarity with the laws of and the implementation of coordination meetings and local representatives’ proposals; (2) the use of diverse petition channels, involving voter services and Information disclosure; and (3) administrative actions, the live session of Parliament, the professionalism of petition specialists, the executive–legislative relation, and governmental hierarchy. The study has done all deliberates from full-ranged point of view in all directions to see through complicated problems, and implements theorems and methods of System Dynamics .In this study, a macro point of thinking, for complex problems, according to the theory and methods of analysis of system dynamics discussion. To study and put forward policy intervention can improve the system status.
