Summary: | 碩士 === 中華大學 === 工業管理學系 === 106 === The spirit of most advantageous tender (MAT) is based on advanced countries and the Agreement on Government Procurement (GPA) of WTO, to make government agencies choose the best supplier according to the tender documentations. Under this method, not only the cost is considered, but also the quality, functional characteristics and service are taken into consideration comprehensively, and budget can be utilized wisely. In addition, vicious cut-throat low-cost tendering can be avoided. As the government procurement law has been implementated for nearly 20 years, the diversity and complexity of tender cases have increased tremendously. How to build a good contractor selection mechanism, in order to meet the needs of government agencies and academia, has been a major concern over years, and the use of multi-criteria decision making (MCDM) methods can be a solution.
The purpose of this study is to propose an evaluation model for most advantageous ten-dering of consulting firms, and this multi-criteria decision-making model aims to comply with regulations and requirements of tendering criteria. First, through the literature reviews and in-depth tendering professional interviews, 6 objectives and 22 criteria for evaluating the most advantageous tender are listed. Then, the interpretive structural modeling (ISM) is exploited to identify the dependencies among objectives and among criteria. Finally fuzzy analytic network process (FANP) and vector of composite priorities (VCP) are utilized to determine the priority weights of the objectives and criteria and the ranking of MAT.
The results show that the most important objective under both methods is the same, i.e. service proposal. The second, third and fourth important objectives under the FANP method are technical skills, briefing Q&A and management capabilities, respectively. Those under the VCP method briefing Q&A, management capabilities and technical skills, respectively. Competence performance and corporate social responsibility rank the fifth and sixth, respectively, under both methods. For the criteria, two-day weekend is the most important criterion under the FANP method, while complete answering is the most important criterion under the VCP method. The focus of the briefing is the second most important criterion under both methods. On the other hand, user evaluation is the least important criterion under both methods. Finally, regarding the service proposals, the first service proposal is selected as the best alternative under both methods. Both the integra-tion of the ISM/ANP/FANP method and the VCP method can provide priorities of the ob-jectives and criteria for selecting the most advantageous tender for the engineering consul-tancy service, and both methods can provide rather consistent results regarding the alter-natives (service proposals).
