There are several potential risks for fire rescue such as narrow alleys, rescue difficulties, inadequate firefighting supplement of water (generally referring to the number of hydrants, water pressure and building fire fighting water etc.), vehicle violation, etc. In the event of the fire occurs in the similar area above, due to the extremely small space between buildings, it is easy to expand and spread to both sides in a short time; Also, because of the metal or wood materials of buildings and lots of flammable materials in the room, the flame absorbs the building in a short period of time and generates high temperature and great amount of thick smoke, it’s easy to cause flashover due to the indoor flammable gas reaches the lower limit of combustion if the firefighter didn’t cool down the fire place in time. However, the rescue vehicles, including fire engines, ambulances, engineering rescue vehicles, guard vehicles, etc., can not arrive the fire place immediately, firefighters have to spend lots of time in deploying firefighting water lines, carrying rescue equipment or using mobile fire pumps to rescue, and it will affect the efficiency of rescue and cause the disaster expansion. Therefore, it has a highly possibility to cause heavy casualties and property damage.
Taking the brick-built old communities in Nangang District of Taipei City as example, through the basic factors such as field investigation, site road traffic flow analysis and the characteristics of buildings, also consult with numbers of professional firefighters who actually participated in the large-scale space fire rescue experience and opinions to study the possible disaster and the ways to rescue in the case of fire. By imitating the actual vehicles and the arrangement of manpower from fire units, eventually gather the nearby fire units to conduct the site fire rescue, to analyze the hazard of fire, to improve the methods and enhance the effectiveness of rescue in the region currently as the reference basis for fire department against the similar place rescue in the future.
According to the result of field fire rescue, the familiarity of environment and the usage of site rescue facilities and manpower of nearby fire units, in the view of the usual planning requirements of brick-built old communities, when we fail to control the initial disaster, we expect to keep the casualties and property damage low and ensure people’s lives and properties through the progress of various prevention of rescue concepts, support systems and operating method such as prevention of disaster, preparation , initial responding and evacuation operation, etc..
