碩士 === 國立中正大學 === 高階主管管理碩士在職專班 === 106 === According to the demographic data of China's Ministry of the Interior (2016), the proportion of the elderly population has soared to 12.51%, rapidly approaching the World Health Organisation's criterion of 14% of the total elderly population of “elderly age” population. The “White Paper on Population Policies” (2013) also predicts that in 2030, the old age ratio will reach 37.3%, and the support pressure on the Taiwanese labor force will significantly increase the “Population Dividend” and quickly lose. According to statistics, at present, counties and cities count 18.61% in Chiayi County and 17.76% in Yunlin County. The increase in social welfare expenditures and the high proportion of elderly people using institutional care employ foreign care workers. The number has continued to rise, resulting in the indirect replacement of the functions of long-term care institutions by foreign care workers, as well as a direct impact on the employment opportunities of native care workers. This article first introduces the policy background of the introduction of foreign workers, and then examines the considerations of the introduction of foreign care workers from the policy tools in the management policy. What are the improvements in the resources for the care of the elderly after the introduction? What are the relevant problems and causes in the implementation of policies? Countermeasures, and the status and dilemma of “Outward Care Care Services for Foreign Care Workers”. Finally, they were analyzed as empirical cases and put forward summary and related policy recommendations.
