Since 2015, Ministry of Labor of the Executive Yuan has massively recruited labor condition inspectors for guiding the correct implementation of the Labor Standards Law by public institutions. When the labor condition inspections are greatly increased, the competency of labor condition inspectors and the accuracy of talent selecting have become an issue among the public. This study explores, based on the function theory and collects the domestic and foreign related literature, and then interviews experts and collects their opinions to initially construct the functional hierarchy of labor condition inspectors. Using Decision Making Trial and Evaluation Laboratory (DEMATEL) and Analytic Network Process (ANP), we construct a functional selection model for labor condition inspectors, through which the empirical research is conducted to verify the effectiveness of this functional model, hoping that this model will be used to assist in the selection of qualified labor condition inspectors in the future. The results of this study are as follows: 1. The functional items and definitions of labor condition inspectors are established, namely professional knowledge, interpersonal communication, problem solving, data collection and interpretation, practical experience, honesty and integrity, customer orientation, self-control, objectivity and neutrality and analytical thinking, and the index and hierarchy of the functional selection are established. 2. By means of the collection of relevant documents and opinions of practical experts, the consideration of the dependence relation among various functional criterion, and the systematical analysis and quantitative judgment of ANP, the weights of each function are as follows: professional knowledge (0.1065), interpersonal communication (0.0889), problem solving (0.1220), data collection and interpretation (0.0759), practical experience (0.1067), honesty and integrity (0.0919), customer orientation (0.0560), self-control (0.0920), objectivity and neutrality (0.1105) and analytical thinking (0.1496). Through the established weights of functional selection index, a functional selection model for labor condition inspectors with weight standards are set. 3. This empirical research shows that the functional selection model for labor condition inspectors constructed by this research can effectively identify the outstanding labor condition inspectors.
