It is also an effective system of the government to protect the workers from administrative intervention with the public power. The Ministry of Labor subsidizes manpower through the project planning and authorizes municipalities directly to carry out labor inspections. This study explores the professional competence, counseling and inspection of labor inspectors after the local authorities undertake the inspection right, and how the local authorities respond to them.The researchers make the following conclusions:
(一) First, The local authorities have the labor inspection right to promote the labor occupational safety and health which are quite helpful. The labor inspection right which is owned by local authorities can have immediate action, and can dispatch immediately. The prevention, identification and resolvability.And administer efficiency, rights and responsibilities are cleared.
(二) Second, the labor inspection vested in the local authorities. The implementations of the labor inspectors’ expertises need training strenuously.
(三) Third, after the local authorities undertake the labor inspection right of the central competent authority, the labor inspectors should have the business of conducting labor inspection and counseling services.
