The frequency and numbers of reports about the disasters caused by extreme weather events has increased dramatically. The international community and state governments are taking the climate change problem seriously. Therefore, solutions for the problem are becoming a highly discussed issue not only in the government but also in many private sectors. The United Nationals Framework Convention on Climate Change (UNFCCC) signed in the United Nations in 1992 reached consensus on the goal, principles, directions for action and the organization to tackle climate change. The Conference of the Parties holds annually to review the process of the Convention and to discuss further regulations and cooperation actions. Countries also drafted relevant bills to contribute to the carbon reduction target and their domestic adaptation plans. The Climate Change Act 2008 passed in UK was the first legislation in the world to deal with carbon reduction. The Department of Energy and Climate Change (DECC) were then established. Compared to other countries in the world, UK has relatively complete organization and system; therefore, it serves as an example for countries planning for their own policies. However, the impact on human society caused by climate change has a large scope and may influence for a long period. Most of the studies regarding the issue focus on the legislative or economic aspect and seldom examine in the perspective of international relations or even combining with politics. Thus, in order to get a more comprehensive understanding of the topic, this paper use the levels of analysis explore the UNFCCC strategies from the international perspective and the UK domestic policies.
