Summary:博士 === 國防大學理工學院 === 國防科學研究所 === 106 === Up to now, the study of project time management, whether in academia or practice, often focuses on the construction period, and less on the planning and design phase. One of the reasons for this is that the planning and design works have both tangible and intangible forms, and it is difficult to physically measure the intangible quantity. The milestone method is often used to measure the state of progress for planning and design works which often results in management gaps and failure to provide early warning mechanisms due to its absence of measure of quantitative work. This study proposes a fuzzy measurement approach for evaluation of design work and its schedule progress. Firstly, the planning and design works are decomposed in activities; Secondly, the fuzzy semantic measurement method, which is capable of measuring both tangible and intangible quantities, is developed to estimate the design work and its progress of schedule; Finally, the concept of three-variance earned value management is adopted to measure the work and time performances respectively, and three practical planning and design projects are demonstrated and verified that the method proposed in this study can be properly applied in the measure of design work and its schedule progress.
