This study was carried out by semi-structure interview method with each member in involved division. Based on the conclusion, here are the suggestions and proposal for procurement organization and contractor. (1)The procurement organization should summarize and brief the purchasing process and missions on each stage to contractors, which enable contractors to join the project in the initial stage of the entire project.
