However, when the emerging industry is not yet in its mature formation, the strategic management of such industry is highly dynamic and challenging. These challenges include the commonly high uncertainty of the future results for the managers and various stakeholders and lacking technology, performance evaluation standards and external legitimacy. For these reasons, this research focuses on the strategic management from the perspectives of entrepreneurship. In other words, the perspective of strategic entrepreneurship is used to interpret the development of the emerging industry. The issues of strategic entrepreneurship of the emerging industry are related to the industry background. This research selects the emerging industry of smart campus to be the research target of strategic entrepreneurship of the emerging industry. With qualitative research of grounded theory methodology and based on the IPO model of strategic entrepreneurship, this research looks into the emerging industry strategic entrepreneurship analysis model from the perspectives of the environment factor, organization resource factor and individual factor and of the competiveness, values, assets, employment and upgrading industry. Meanwhile, this research also finds the type of the strategy of collaborative partnership has the effect to regulate the performances of different aspects, like entrepreneurship performances, strategic performances and operational performances.
